Towards Evaluating Decentralized Procurement of Cereals

Abstract:-
To address many challenges in government procurement of cereals, the decentralized procurement of cereals (DCP) was announced in 1997-98. This allows a state to procure cereals as per its requirement in different government schemes. The DCP has the potential to benefit farmers of many regions and reduce the distance between production, procurement, and distribution of cereals. This is a close-ended scheme that limits farmers’ produce for procurement. Decentralized procurement can reduce the cost of procurement and food subsidies of the Government in various ways. Digitalization in procurement operation ensures that only farmers participate in procurement and only participating farmer’s bank account is credited with the proceeds of procurement. With the above brief, the present study is an effort to evaluate the decentralized procurement of cereals.
