Sentiments and Business Cycles from Budget Speech (1991-2024)

Abstract:-
This paper attempts to understand and unfold the economic policy communication in different phases of electoral terms by different regimes of the government of India using Natural Language Processing (NLP) from budget speeches of 1991 to 2024. In addition, it attempts to understand the evolution of economic policy, thematic shifts, and business cycles. From the Keyword Frequency analysis, the thematic categorisation discovered are- ‘Major Sectors’, ‘Social Security and Inclusivity’, and ‘Technology and Innovation’, where within the first the prominent space occupied by-industry, agriculture, manufacturing, health, environment, and education. Within the second segment, the prominent space occupied are – subsidy, employment. Finally, the third thematic set is occupied by – technology, startup, innovate. There is an observable account of business cycles and electoral cycles from the polarity and subjectivity index revealed from the budget speech.
